Appeals Panel Guide

Status of the Panel

The Appeals Panel Chairperson and Member roles are optional in the current software minimum. An association may still require an independent panel under its constitution or election rules.

Independence

A current Commission member should not serve as an Appeals reviewer in the same cycle. The accused officer cannot review their own complaint. Use named accounts and protected appointment letters.

Matters reviewed

The Panel may review officer complaints assigned to it and other disputes provided by the governing rules and application permissions. Election objections in the current queue are primarily available to specified Commission and registration roles; do not assume the Appeals role can access every objection page without checking the route permissions.

Procedure

1. Confirm appointment, jurisdiction and timeliness.
2. verify recusal and conflict requirements;
3. preserve protected evidence;
4. notify affected parties under the rules;
5. record findings, authority and remedy;
6. avoid altering database records directly;
7. direct authorised officers to implement any register, candidate, tally or access remedy;
8. preserve the complete decision record.

No current Panel

Where no current Appeals reviewer exists, officer complaints may fall back to the association appointing authority. The fallback is not an Appeals decision and should be described accurately.
