Accessible participation

Publish clear dates, eligibility information, verification options, support contacts and accessible polling arrangements before voting. Test the public pages on phones, keyboards and screen readers, at enlarged text sizes and on slow connections.

Candidate photographs must not be the only means of identification; names and positions remain available as text.

Assistance rules

A voter may receive assistance with navigation, reading, device use or obtaining an approved credential. The assistant must not:

  • ask how the voter intends to vote;
  • make or recommend a selection;
  • view or record the completed ballot unnecessarily;
  • retain the voter’s PIN or one-time code; or
  • cast a ballot without the voter’s direct instruction and presence.

Use the assisted-credential workflow only where the election enables it. Record the verification note without recording choices.

Technical assistance

Provide an alternative device or network where needed. Explain how to enlarge text, use keyboard controls and return to the election page. Do not disable security controls as an accessibility shortcut.

Reporting barriers

Record inaccessible forms, image problems, code-delivery failures, device incompatibility or support misconduct as incidents or complaints through the applicable process. Preserve technical evidence without capturing ballot choices.
